[SECTION 24. AND BE IT FURTHER ENACTED, That § 5-206(f) of the
Education Article as enacted by Section 2 of this Act, shall be abrogated and of no
further force and effect July 1, 2004.]
SECTION 3. AND BE IT FURTHER ENACTED, That Section 1 of this Act shall
take effect July 1, 2003, the effective date of Chapter 288, Section 2 of the Acts of the
General Assembly of 2002. If the effective date of Chapter 288, Section 2 is amended,
this Act shall take effect on the taking effect of Chapter 288, Section 2.
SECTION 4. AND BE IT FURTHER ENACTED, That, except as provided in
Section 3 of this Act, this Act shall take effect June 1, 2003.

AN ACT concerning
Militia State Employees Members of the Maryland National Guard—
Leave of Absence for Public Employees Provisions State Employees -
Military Administrative Leave
FOR the purpose of providing that certain members of the organized militia who are
ordered to active duty with the consent of the Governor are entitled to a leave of
absence from their duties without loss of pay, time, or efficiency rating for the
time while actually serving under the active duty order; providing for the
application of this Act; and generally relating to leave of absence for public
employees who are members of the organized militia authorizing the Secretary
of Budget and Management to grant certain leave from the State Employees'
Leave Bank to a certain State employee who is a member of the Maryland
National Guard and has been ordered into active military service on or after a
certain date; establishing a certain limitation on the amount of leave a member
of the Maryland National Guard may receive; extending to a certain date the
termination of certain provisions authorizing the grant of certain leave from the
State Employees' Leave Bank to certain employees; and generally relating to
leave for State employees. authorizing the provision of military administrative
leave for certain State employees who are on active military duty on a certain
date or are activated for military duty on or after a certain date; requiring certain
employees to use military administrative leave or certain paid leave; specifying
the amount of military administrative leave that may be provided; requiring the
Department of Budget and Management to keep a record of the use of military
administrative leave; providing for the termination of this Act; and generally
relating to military administrative leave for State employees.
