(6) (I) ONCE ISSUED, A LICENSE MAY NOT BE TRANSFERRED OUTSIDE
OF THE TOWSON REVITALIZATION DISTRICT OR CONVERTED TO ANY OTHER CLASS
OF LICENSE.
(II) A CLASS B (SB) LICENSE UNDER THIS SUBSECTION MAY NOT BE
ISSUED FOR USE ON A PREMISES OR LOCATION THAT HAS BEEN LICENSED UNDER
ANY CLASS OF ON-SALE ALCOHOLIC BEVERAGES LICENSE WITHIN 2 YEARS BEFORE
THE APPLICATION FOR A LICENSE AUTHORIZED UNDER THIS SECTION IS FILED
WITH THE BALTIMORE COUNTY BOARD OF LICENSE COMMISSIONERS.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2003. It shall remain effective for a period of 1 year and 3 months and, at
the end of December 31, 2004, with no further action required by the General
Assembly, this Act shall be abrogated and of no further force and effect.

AN ACT concerning
Maryland Medical Assistance Program - Reimbursement for Outpatient
Mental Health Treatment - Dual Eligibility
FOR the purpose of requiring the Maryland Medical Assistance Program to reimburse
certain providers of outpatient mental health treatment a certain amount of the
Program fee for certain individuals; defining certain terms; requiring the
Department of Health and Mental Hygiene to submit a report demonstrating
that certain funds have been used for the purpose of funding this Act; and
generally relating to a certain Program reimbursement amount to certain
providers for certain mental health treatment for certain individuals.
