(b-3)(1) In Anne Arundel County, a Class A or Class D beer, beer and light
wine, or beer, wine and liquor license may not be issued except by way of renewal to
a person, corporation, or limited liability company holding an alcoholic beverage
license in any other state, or Washington, D.C.
(2) In Baltimore City, a Class A or Class D beer, beer and light wine, or
beer, wine and liquor license may not be issued except by way of renewal to a person,
corporation, or limited liability company holding an alcoholic beverage license in any
other state.
(3) In Baltimore County, a Class A or Class D beer, beer and light wine,
or beer, wine and liquor license may not be issued, except by way of renewal, to a
person, corporation, or limited liability company holding an alcoholic beverages
license in any other state or in Washington, DC.
(4) IN WASHINGTON COUNTY, A CLASS A OR CLASS D BEER, BEER AND
LIGHT WINE, OR BEER, WINE AND LIQUOR LICENSE MAY NOT BE ISSUED, EXCEPT BY
WAY OF RENEWAL, TO A PERSON, CORPORATION, OR LIMITED LIABILITY COMPANY
HOLDING AN ALCOHOLIC BEVERAGES LICENSE IN ANY OTHER STATE OR IN
WASHINGTON, D.C.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2003.

AN ACT concerning
Procurement - Minority Business Enterprises - Effect of Personal Net Worth
Requirements on Eligibility
FOR the purpose of prohibiting, under certain circumstances, the decertification of a
minority business enterprise that is controlled to a certain extent by an
individual whose personal net worth exceeds a certain dollar amount; requiring
certain regulations adopted by the Board of Public Works establishing a
graduation program for minority business enterprises to take into account a
certain prohibition on decertification under certain circumstances providing for
the continued participation, in certain program and contract goals, under
certain contracts of certain minority business enterprises that are controlled
owned by individuals whose personal net worth exceeds a certain dollar amount
and counting that continued participation toward certain program and contract
goals; requiring the certification agency to conduct a certain study and to submit
