payments made by the Department of Health and Mental Hygiene to a nursing
facility for a reserved bed on or after July 1, 2002.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act is an emergency
measure, is necessary for the immediate preservation of the public health or safety,
has been passed by a yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, and shall take effect from
the date it is enacted.

AN ACT concerning

Information Technology - Procurement - St. Mary's College of Maryland

FOR the purpose of providing that certain provisions of law concerning changes
relating to or the purchase, lease, or rental of information technology do not
apply to St. Mary's College of Maryland; and generally relating to the purchase,
lease, or rental of information technology by St. Mary's College of Maryland.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

3-401.

(a) This subtitle does not apply to changes relating to or the purchase, lease,
or rental of information technology by:

purposes;

(1)     public institutions of higher education solely for academic or research

(2)     the Maryland Port Administration; [or]

(3)     the University System of [Maryland] MARYLAND; OR

(4)      ST. MARYS COLLEGE OF MARYLAND.

(b) Notwithstanding any other provision of law, except as provided in
subsection (a) of this section and §§ 3-403(c), 3-405(a)(2), 3-410.1, and 3-410.2 of this
