owner fails to pay the fine or file a notice of intention to stand trial for the violation
within the time specified in a notice of the infraction mailed to the business address
of the owner.
(3) If a political subdivision or State agency receives payment for a
parking violation from both the owner of the vehicle and the person who had
possession of the rental vehicle at the time the parking citation was issued, the
political subdivision or State agency shall reimburse the owner of the vehicle for the
amount paid by the owner for the violation.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2003.

AN ACT concerning
Natural Resources - Land Preservation and Recreation Plan
FOR the purpose of altering the criteria to be used for the joint approval of a local
land preservation and recreation plan by the Department of Natural Resources
and the Department of Planning; altering the frequency by which a local
governing body revises its local land preservation and recreation plan; requiring
the local land preservation and recreation plan to be submitted for joint
approval by the Departments a certain length of time before the revision of the
Maryland Land Preservation and Recreation Plan; altering the frequency by
which the Departments prepare and revise the Maryland Land Preservation
and Recreation Plan; requiring certain plans to be submitted, prepared, and
revised according to guidelines prepared by the Department of Natural
Resources and the Department of Planning by certain dates; and generally
relating to land preservation and recreation plans.
BY repealing and reenacting, with amendments,
