Ch. 321                                    2003 LAWS OF MARYLAND

Broadband Communications Deployment in Underserved Rural Areas, shall is
strongly encouraged to facilitate the expansion of high-speed telecommunication and
data transmission services and facilities into underserved rural areas of the State by
matching existing and significant potential demand with private and public providers
of these services and facilities; and

(d) On or before January 1, 2004, the Department of Business and Economic
Development and the Department of Budget and Management shall report jointly,
subject to § 2-1246 of the State Government Article, to the General Assembly on their
progress in complying with this section
.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
July June 1, 2003. It shall remain effective for a period of 2 years and 1 month and, at
the end of June 30, 2005, with no further action required by the General Assembly,
this Act shall be abrogated and of no further force and effect.

(House Bill 700)

AN ACT concerning

Health Insurance - Private Review Agents - Certification

FOR the purpose of authorizing the Insurance Commissioner to consider an applicant
to become a private review agent as having met a particular certification
requirement under certain circumstances; authorizing the Commissioner to
adopt certain regulations; requiring that a certain report be made available to
the public on request; and generally relating to the certification of private
review agents.

BY repealing and reenacting, with amendments,

Section 15-10B-03
Annotated Code of Maryland
(2002 Replacement Volume and 2002 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Insurance

15-10B-03.

(a) A private review agent may not conduct utilization review in this State
unless the Commissioner has granted the private review agent a certificate.
