Ch. 316 2003 LAWS OF MARYLAND 3-601. Subject to the evaluation and reestablishment provisions of the Maryland 9-101. (a) In this title the following words have the meanings indicated. (b) "Client" means an individual who seeks employment through an (c) "Commissioner" means the Commissioner of Labor and Industry. (d) (1) "Employment agency" means a person who, for a fee: (i) obtains, offers to obtain, or attempts to obtain: 1. an employee for a person who seeks an employee; or 2. employment for a client; (ii) provides to a client information to enable the client to obtain (iii) obtains, offers to obtain, or attempts to obtain employment or
