(iii) A payment made in violation of this paragraph shall be forfeited

[(e)](F) This section does not prohibit an individual from contracting for
services to:

(1)     determine the individual's innocence;

(2)     obtain a pardon; or

(3)     obtain the individual's release from confinement.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall be
construed to apply only prospectively and may not be applied or interpreted to have
any effect on or application to any application for a grant by the Board of Public Works
filed before the effective date of this Act.

SECTION 2. 3. AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 2003.

Harford County - Alcoholic Beverages Deluxe Restaurant License -

Aberdeen

FOR the purpose of authorizing in Harford County the issuance of a certain number of
Class BDR (deluxe restaurant) beer, wine and liquor licenses under certain
conditions; authorizing in Harford County the issuance of Class BDR (deluxe
restaurant) beer, wine and liquor licenses in the corporate limits of the
Municipality of Aberdeen under certain circumstances; making certain technical
changes; and generally relating to alcoholic beverages licenses in Harford
County.
