(2) THAT DOES NOT AFFECT THE ELEVATOR'S MOVING OPERATION.
(D) WHILE AN ELEVATOR RENOVATOR MECHANIC LICENSE IS IN EFFECT, IT
AUTHORIZES THE LICENSEE TO PERFORM WORK:
(1) ON THE INTERIOR OF AN ELEVATOR INVOLVING THE REMOVAL OR
INSTALLATION OF THE NONSTRUCTURAL SURFACE OF THE ELEVATOR'S WALL,
CEILING, FLOOR, RAIL, OR HANDLE; AND
(2) THAT DOES NOT AFFECT THE ELEVATOR'S MOVING OPERATION.
SECTION 3. AND BE IT FURTHER ENACTED, That Section 2 of this Act shall
take effect on the taking effect of Chapter 5 (S.B. 1) of the Acts of the General
Assembly of 2003. If Section 2 of this Act takes effect, Section 1 of this Act shall be
abrogated and of no further force and effect.
SECTION 4. AND BE IT FURTHER ENACTED, That this Act is an emergency
measure, is necessary for the immediate preservation of the public health or safety,
has been passed by a yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, and, except as provided in
Section 3 of this Act, shall take effect from the date it is enacted.

AN ACT concerning
Maryland Agricultural Land Preservation Foundation - Guidelines for
Easement Rankings
FOR the purpose of requiring a county governing body to consider certain guidelines
adopted by the Maryland Agricultural Land Preservation Foundation when
ranking including certain guidelines as required bases for a county governing
body to rank certain easement applications; requiring the Foundation, in
consultation with certain county governing bodies, to adopt certain guidelines
that include consideration of certain factors; and generally relating to the
Maryland Agricultural Land Preservation Foundation and easement rankings.
