4-303. GRANTS FROM FUND.

(A)     APPLICATION PROCEDURES.

THE EXECUTIVE DIRECTOR SHALL ESTABLISH PROCEDURES FOR LOCAL LAW
ENFORCEMENT AGENCIES TO APPLY FOR MONEY FROM THE FUND, WITH PRIORITY
GIVEN TO THOSE JURISDICTIONS WITH THE HIGHEST INCIDENCE OF VIOLENT
CRIME.

(B)     CONTENTS OF APPLICATION.

A LOCAL LAW ENFORCEMENT AGENCY THAT APPLIES FOR MONEY FROM THE
FUND SHALL PROVIDE THE EXECUTIVE DIRECTOR WITH:

(1)      INFORMATION ON THE NUMBER OF VIOLENT CRIME INCIDENTS
COMMITTED WITHIN THE JURISDICTION OF THE LOCAL LAW ENFORCEMENT
AGENCY FOR THE LAST 2 YEARS; AND

(2)      ANY OTHER INFORMATION THAT THE EXECUTIVE DIRECTOR
CONSIDERS NECESSARY TO MAKE GRANTS FOR LAW ENFORCEMENT EQUIPMENT.

(C)     COMPARATIVE NEEDS OF LOCAL LAW ENFORCEMENT AGENCIES.

IN ACCORDANCE WITH THE STATE BUDGET, THE EXECUTIVE DIRECTOR SHALL
MAKE GRANTS TO LOCAL LAW ENFORCEMENT AGENCIES TO PURCHASE OR REPLACE.
LAW ENFORCEMENT EQUIPMENT BASED ON THE COMPARATIVE NEEDS OF EACH
LOCAL LAW ENFORCEMENT AGENCY AS DETERMINED FROM THE INFORMATION
PROVIDED UNDER SUBSECTION (B) OF THIS SECTION.

(D)     PROOF OF EXPENDITURES.

AFTER A LOCAL LAW ENFORCEMENT AGENCY RECEIVES NOTICE FROM THE
EXECUTIVE DIRECTOR OF A GRANT, THE LOCAL LAW ENFORCEMENT AGENCY SHALL
SUBMIT TO THE EXECUTIVE DIRECTOR PROOF OF EXPENDITURES ON LAW
ENFORCEMENT EQUIPMENT.

(E)     MONEY TO SUPPLEMENT OTHER FUNDING.

MONEY DISTRIBUTED UNDER THIS SUBTITLE SHALL BE USED TO SUPPLEMENT,
NOT SUPPLANT, OTHER LOCAL LAW ENFORCEMENT FUNDING.

REVISOR'S NOTE: This section is new language derived without substantive
change from former Art. 41, § 4-101(d), (e), (f), and (g).

In subsections (a), the introductory language of (b), and (e) of this section,
the reference to "money" is substituted for the former reference to "aid" for
consistency with terminology used throughout this section and this article.

In subsection (a) of this section, the former reference to "application"
procedures is deleted as redundant.

In subsection (d) of this section, the former reference to a grant "award" is
deleted as redundant.
