[(2)](3) If a participating employee withdraws the accumulated
contributions, the participating employee forfeits any right to a benefit in the State
system from which the accumulated contributions were withdrawn.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 2003.

AN ACT concerning

Task Force to Study the State's Retiree Health Insurance Liabilities -
Extension of Final Reporting Date

FOR the purpose of altering the date by which the Task Force to Study the State's
Retiree Health Insurance Liabilities is required to report its findings and
recommendations to the Governor and the General Assembly; and generally
relating to an extension of the reporting requirement for the Task Force to Study
the State's Retiree Health Insurance Liabilities.

BY repealing and reenacting, with amendments,

Chapter 348 of the Acts of the General Assembly of 2002
Section 1

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Chapter 348 of the Acts of 2002

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:

(a)     There is a Task Force to Study the State's Retiree Health Insurance
Liabilities.

(b)     The Task Force shall consist of the following members:

(1)     three members from the House of Delegates, appointed by the
Speaker of the House; and

(2)     three members from the Senate, appointed by the President of the
Senate.

(c)     The President of the Senate and the Speaker of the House of Delegates
shall jointly designate the Chairman of the Task Force.

(d)     The Task Force shall:
