(A) Community Health Facilities. Provide grants to acquire, design,
construct, renovate, and equip community mental health,
addiction treatment, and developmental disabilities facilities.
The funds appropriated for this purpose shall be administered
in accordance with Sections 24-601 through 24-607 of the
Health - General Article (Statewide)............................................ 7,974,000
(B) Adult Day Care Facilities. Provide grants to acquire, design,
construct, renovate, and equip adult day care facilities. The
funds appropriated for this purpose shall be administered in
accordance with Sections 24-701 through 24-707 of the
Health - General Article (Statewide)............................................ 2,194,000
ML01 MENTAL HYGIENE ADMINISTRATION
(A) Provide funds to prepare detailed design for a new 284-bed
hospital at Crownsville Hospital Center or a new 360-bed
hospital at Spring Grove Hospital Center. Provided that the
Department of Health and Mental Hygiene shall report back to
the Senate Budget and Taxation Committee, the Senate
Finance Committee, the House Appropriations Committee, and
the House Health and Government Operations Committee by
September 1, 2003, with details of a system of State-run
psychiatric hospitals that includes the one new regional facility
to be constructed and retains current bed capacity for
mentally-ill adults. The committees shall have 45 days to
review and comment. Farther provided that unless the
department commits to building one new large regional facility
rather than two by September 1, 2003, it is the intent of the
General Assembly that these funds will be deauthorized in
fiscal 2005........................................................................................ 2,637,000
