It is the intent of the General Assembly that
the Department of Health and Mental
Hygiene develop an action plan for
increasing utilization of dental care and
submit the plan to the budget committees,
the Senate Finance Committee, and the
House Health and Government
Operations Committee by October 1,
2003. It is also the intent of the General
Assembly that $7,500,000 of the funds
included in the calendar 2004 managed
care rates for dental services be restricted
to increasing fees for restorative
procedures.

may be paid to any physician or surgeon
or any hospital, clinic, or other medical
