Special Fund Appropriation, provided that
these funds may only be used to fund
tobacco buyout contract payments.
Further provided that $1,000,000 of
this appropriation designated for
tobacco transition may not be
expended for that purpose and shall
revert to the Cigarette Restitution
Fund, except that the funds may be
transferred to the Department of
Health and Mental Hygiene's Family
Health Administration for minority
outreach and technical assistance.
The Governor is hereby authorized to
transfer $1,000,000 of this
appropriation to the Department of
Health and Mental Hygiene..................
