SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2003.

AN ACT concerning

Frederick County - Special Beer Festival License

FOR the purpose of authorizing the Board of License Commissioners for Frederick
County to issue a special beer festival license; specifying the scope of the license;
establishing a certain fee; specifying certain requirements imposed on
applicants for the license; requiring the Board to approve the time and location
for the special beer festival under certain conditions; requiring the Board to
ensure the primary focus of the festival; requiring the Board to adopt certain
regulations for a certain purpose; providing that this Act does not prohibit a
licensee from holding another alcoholic beverages license of a different class or
nature; defining a certain term; and generally relating to special beer festival
licenses in Frederick County.

(A)     IN THIS SECTION, "BOARD" MEANS THE BOARD OF LICENSE
COMMISSIONERS FOR FREDERICK COUNTY.

(B)     THE BOARD MAY ISSUE A SPECIAL BEER FESTIVAL LICENSE.

(C)     A SPECIAL BEER FESTIVAL LICENSE ENTITLES THE HOLDER TO DISPLAY
AND SELL AT RETAIL BEER FOR CONSUMPTION ON OR OFF THE LICENSED PREMISES
ON THE DAYS AND FOR THE HOURS DESIGNATED FOR THE SPECIAL BEER FESTIVAL
IN FREDERICK COUNTY.
