2003 LAWS OF MARYLAND

follows logically from the requirement that there be staggered terms. An
inherent aspect of staggered terms is that they must begin and end at set
intervals. For circumstances under which subsection (c)(4) of this section
applies, see General Revisor's Note to article.

In subsection (d) of this section, the word "unit" is substituted for the
former references to "office", "department", and "university" for brevity.

3-204. OFFICERS.

(A)     CHAIRMAN.

THE DEPUTY SECRETARY OF PUBLIC SAFETY AND CORRECTIONAL SERVICES OR
THE DEPUTY SECRETARY'S REPRESENTATIVE IS THE CHAIRMAN OF THE
COMMISSION.

(B)     VICE CHAIRMAN.

THE COMMISSION ANNUALLY SHALL ELECT A VICE CHAIRMAN FROM AMONG
ITS MEMBERS.

REVISOR'S NOTE: This section is new language derived without substantive
change from the first sentence and the first clause of the second sentence
of former Art. 41, § 4-201(c)(l).

In subsection (b) of this section, the former phrase "at its initial
organization meeting to be held promptly after the appointment and
qualifications of its members" is deleted as obsolete because the
Commission has already had its initial organizational meeting.

3-205. QUORUM; MEETINGS; COMPENSATION; RECORDS.

(A)     QUORUM.

A MAJORITY OF THE COMMISSION IS A QUORUM.

(B)     MEETINGS.

THE COMMISSION SHALL MEET IN THE STATE AT THE TIMES THAT IT OR ITS
CHAIRMAN DETERMINES.

(C)     COMPENSATION.

A MEMBER OF THE COMMISSION:

(1) MAY NOT RECEIVE COMPENSATION AS A MEMBER OF THE
COMMISSION; BUT
