SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Education

16-419.

(A)     THE BOARD OF COMMUNITY COLLEGE TRUSTEES FOR WASHINGTON
COUNTY CONSISTS OF SEVEN MEMBERS APPOINTED BY THE GOVERNOR WITH THE
ADVICE AND CONSENT OF THE SENATE.

(B)     EACH OF THE MEMBERS:

(1)      SHALL BE RESIDENTS OF WASHINGTON COUNTY AT THE TIME OF
APPOINTMENT; AND

(2)      SHALL MAINTAIN RESIDENCY IN WASHINGTON COUNTY
THROUGHOUT THE TERM OF APPOINTMENT.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall only apply
to members of the Board of Community College Trustees for Washington County
whose term of office on the Board begins on or after October 1, 2003.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2003.

(House Bill 1027)

AN ACT concerning

Washington County - Animal Control Enabling Law

FOR the purpose of altering the type of animal control authority for Washington
County to be a quasi-judicial deliberative body; establishing certain duties of
the animal control authority; transferring certain duties of the animal control
authority to a certain private agency or department of county government;
authorizing the County Commissioners for Washington County to adopt an
animal control ordinance to designate a certain private agency or department of
county government to carry out certain duties; and generally relating to the
powers of the County Commissioners for Washington County to adopt an animal
control ordinance.

BY repealing and reenacting, with amendments,
