(2) THE PROGRAM SHALL BE OPERATED BY THE DEPARTMENT AND
LOCATED IN A STATE PARK.

(C) (1) IN COOPERATION WITH THE STATE DEPARTMENT OF EDUCATION,
THE PROGRAM SHALL PROVIDE EDUCATIONAL INSTRUCTION THAT IS DESIGNED TO
MEET THE PARTICULAR NEEDS OF THE GROUP HOME POPULATION.

(2) THE EDUCATIONAL INSTRUCTION SHALL BE CONDUCTED ON SITE,
FOR 12 MONTHS OF THE YEAR, BY TEACHERS WHO HOLD A CERTIFICATE UNDER
TITLE 6, SUBTITLE 1 OF THE EDUCATION ARTICLE.

(3) EXCEPT AS OTHERWISE PROVIDED IN THIS SECTION, THE
PROVISIONS OF DIVISION I AND DIVISION II OF THE EDUCATION ARTICLE SHALL
APPLY TO THE EDUCATIONAL INSTRUCTION PROVIDED BY THE PROGRAM
ESTABLISHED UNDER THIS SECTION.

(D) IN ADDITION TO THE EDUCATIONAL INSTRUCTION DESCRIBED IN
SUBSECTION (C) OF THIS SECTION, THE PROGRAM SHALL PROVIDE, AS NECESSARY!

(1) MEDICAL AND MENTAL HEALTH SERVICES; AND

(2) ALCOHOL AND DRUG ABUSE SERVICES.

(E) FOR FISCAL YEAR 2004 AND EACH SUCCEEDING FISCAL YEAR, THE
GOVERNOR MAY INCLUDE FUNDS IN THE STATE BUDGET FOR THE PROGRAM.

(F) THE DEPARTMENT MAY ADOPT REGULATIONS TO IMPLEMENT THE
PROVISIONS OF THIS SECTION.

(a)     There is a Task Force to Study Alternative Living Arrangements for
Children in Out-of-Home Placement.

(b)     The Task Force consists of the following members:

(1)     two members of the Senate of Maryland, appointed by the President
of the Senate;

(2)     two members of the House of Delegates, appointed by the Speaker of
the House;

(3)     the Secretary of Juvenile Justice, or the Secretary's designee;

(4)     the Secretary of Natural Resources, or the Secretary's designee;

(5)     the Secretary of Human Resources, or the Secretary's designee;

(6)     the Secretary of Health and Mental Hygiene, or the Secretary's

designee;

(7) the State Superintendent of Schools, or the Superintendent's

or the Special Secretary's designee; and
