SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 2B - Alcoholic Beverages

9-217.

[(1) (1) The Board of License Commissioners may not issue any new beer,
wine or liquor licenses that have an off-sale privilege within, or transfer any
additional beer, wine or liquor licenses that have an off-sale privilege into the
boundaries of the 13th, 21st, 22nd, 23rd, 24th, 25th, 26th, or 27th alcoholic beverages
district:

(i) The 13th alcoholic beverages district shall at all times be
coterminous with the Prince George's County portion of the 13th legislative district,
as determined by the Prince George's County Board of Supervisors of Elections. As of
April 7, 1994, the Prince George's County portion of the 13th alcoholic beverages
district consisted of:                           

1.       Prince George's County election district 10, precincts 2
through 4;

2.       That part of Prince George's County election district 10,
precinct 1 that consists of census tract 8002.04, blocks 109 through 113, 119, 121
through 123, and 128, being generally north of Engleman Drive and Briarwood Drive;
and

3.       That part of Prince George's County election district 10,
precinct 9 that consists of the following census tracts and blocks:

A.      Census tract 8001.03, blocks 210, 213, 214, 216, 221, 222A,
222B, and 226; and

B.      Census tract 8002.04, blocks 101, 102, 103A through 103C,
104A, 105, 114, 115, 116A through 116C, 117, 118A, and 118B, being that area
generally north of Old Stagecoach Road.

(ii) The 21st alcoholic beverages district at all times shall be
coterminous with the 21st legislative district of Prince George's County, as
