ROBERT L. EHRLICH, JR., Governor                               Ch. 94

(1)     determine the number of retired military service personnel in the
State of Maryland;

(2)     determine the number of retired military service personnel engaged
in a second career or secondary employment of any kind;

(3)     determine the average total income of retired military service
personnel including any secondary employment income or secondary career income,
military retirement income, or other retirement income;

(4)     determine the value of any additional benefits or programs available
to retired military personnel;

(5)     determine the average expenditures by retired military service
personnel on an annual basis for goods and services and the estimated sales tax
generated by retired military service personnel in the State;

(6)     determine the average expenditures in the form of State, county, and
local government services delivered to retired military service personnel and their
families;

(7)     determine the cost of health care services provided by the State to
retired military service personnel and their families;

(8)     determine the average State, county, and local real estate taxes paid
by retired military service personnel on an annual basis;

(9)     review a comparison of the total tax burden in the State for military
retirees as compared to other states; and

(10)   review a comparison of the total tax burden in the State including
provisions of the State law exempting retirement income and military retirement
income from taxation and any property tax or other tax benefits for retirees or
military retirees, as compared to other states.

(g) The Task Force shall report its findings to the Governor and, in accordance
with § 2-1246 of the State Government Article, the General Assembly on or before
December 1, 2003.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 2003. It shall remain effective for a period of 6 months and, at the end of
December 31, 2003, with no further action required by the General Assembly, this Act
shall be abrogated and of no further force and effect.
