maintenance organizations, agents, and brokers and insurance producers cooperate
with the Commission in the execution of the study by providing data in a timely and
complete manner.
SECTION 3. AND BE IT FURTHER ENACTED, That, on or before December 1,
2003, the Maryland Health Care Commission:
(1) shall prepare a report on:
(i) the methodology used by the Commission in developing the
Comprehensive Standard Health Benefit Plan in the small group market; and
(ii) the feasibility of creating a Basic Plan in addition to the
Standard Plan in the small group market; and
(2) shall submit its report, in accordance with § 2-1246 of the State
Government Article, to the Senate Finance Committee and the House Health and
Government Operations Committee.
SECTION 3. 4. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 2003.

AN ACT concerning
Income Tax—Subtraction Modification—Military Retirement Income
Task Force to Study the Financial Impact of Retired Military Service
Personnel on the Economy of the State
FOR the purpose of altering a certain subtraction modification under the Maryland
income tax for military retirement income over a certain period of time;
providing that retirement income that is included in a certain subtraction may
not be taken into account for purposes of a certain subtraction modification
allowed under the income tax for certain individuals who are at least a certain
age or who are disabled or have disabled spouses; providing for the application
of this Act; and generally relating to a subtraction modification for military
retirement income.
FOR the purpose of establishing a Task Force to Study the Financial Impact of
Retired Military Service Personnel on the Economy of the State; providing for
the composition of the Task Force; requiring the Governor to designate the
chairman of the Task Force; providing for the staffing of the Task Force;
prohibiting a member from receiving certain compensation; authorizing a
member to receive certain reimbursement; establishing the duties of the Task
Force; requiring the Task Force to report its findings to the Governor and the
