10-616.

(q) (5) The provisions of paragraphs (1) and (2) of this subsection may not be
construed to prohibit:

(iii) inspection of files and records, of a court pertaining to an
unserved arrest warrant and the charging document upon which the arrest warrant
was issued, by:

8. the Department of Public Safety and Correctional Services
or the Department of Juvenile [Justice] SERVICES for the purpose of notification of a
victim under the provisions of § 11-507 of the Criminal Procedure Article; or

SECTION 3. 7. AND BE IT FURTHER ENACTED, That the Laws of
Maryland read as follows:

Article 49D - Office for Children, Youth, and Families

15.

(a)     The members of the Council are:

(6) The Secretary of the Department of Juvenile [Justice] SERVICES or
the Secretary's designee.

(b)     (2) The Secretary of Health and Mental Hygiene is the chairman of the
Council for a term of 12 consecutive months beginning on July 1, 1987. The Secretary
of Human Resources shall succeed the Secretary of Health and Mental Hygiene as
chairman for a term of 12 consecutive months, the Secretary [of the Department] of
Juvenile [Justice] SERVICES shall succeed the Secretary of Human Resources for a
term of 12 consecutive months, the State Superintendent of Schools shall succeed the
Secretary [of the Department] of Juvenile [Justice] SERVICES for a term of 12
consecutive months and the Special Secretary of the Office for Children, Youth, and
Families shall succeed the State Superintendent of Schools for a term of 12
consecutive months.

17.

Each local coordinating council shall include at least 1 representative from:

3. The Secretary of Juvenile [Justice] SERVICES;

(f) The Special Secretary for Children, Youth, and Families, the Secretaries of
Health and Mental Hygiene, Human Resources, Juvenile [Justice] SERVICES, and
Budget and Management, and the State Superintendent of Schools shall implement
the plan developed under this section.
