(1) Provide programs designed to promote self-discipline and reduce
disruptive behavior in the school environment;
(2) Ensure that the student continues to receive appropriate educational
and related services during the term of the suspension or expulsion; and
(3) Offer services to facilitate the student's transition back to the school
after completion of the term of suspension or expulsion.

(a) (7) "Public agency" includes the State Department of Education, local
education agencies, and other agencies that are responsible for providing education to
a child with a disability, including the Department of Health and Mental Hygiene,
Mental Hygiene Administration, the Mental Retardation Administration, the
Department of Juvenile [Justice] SERVICES, and the Maryland School for the Deaf.
For the purpose of this section the Maryland School for the Blind shall be considered
a public agency.

(a) (2) "Nonpublic general education school" means a nonpublic school
approved in COMAR 13A.09.10.07 pursuant to § 2-206 of the Education Article and
operated in conjunction with residential or nonresidential child care programs
licensed or approved by the Department of Education, the Department of Health and
Mental Hygiene, the Department of Human Resources, or the Department of Juvenile
[Justice] SERVICES.
(3) "Nonresidential child care program" means a program that:
(ii) Is licensed or approved by the Department of Health and
Mental Hygiene, the Department of Human Resources, or the Department of Juvenile
[Justice] SERVICES.
(4) "Residential child care program" means a program that:
(ii) Is licensed by the Department of Health and Mental Hygiene,
the Department of Human Resources, or the Department of Juvenile [Justice]
SERVICES.
(b) (2) The Department of Human Resources, the Department of Juvenile
[Justice] SERVICES, the Department of Budget and Management, the Office for
Children, Youth, and Families, and the Department of Health and Mental Hygiene
shall participate with the Department of Education in the development and
implementation of rates in programs licensed or approved by those agencies to the
extent required by federal and State law.

(b) A grant recipient shall use the grant in an apprenticeship training
