SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1 June 1, 2003 and shall be applicable to all taxable years beginning after June
30, 2003.

AN ACT concerning
Employees' Pension System - Additional Service Credit - Town of Oakland
FOR the purpose of providing certain employees of the Town of Oakland with a
certain amount of additional service credit in the Employees' Pension System;
prohibiting certain employees of the Town of Oakland from receiving a certain
amount of additional service credit in the Employees' Pension System; and
generally relating to additional service credit for the employees of the Town of
Oakland.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article - State Personnel and Pensions
31-111.2.
(a) An employee of the Town of Oakland WHO WAS AN EMPLOYEE ON JUNE 30,
2000, AND WHO REMAINS AN EMPLOYEE ON JUNE 30, 2003, shall receive [one-third of
the] ADDITIONAL service credit [for] TO EQUAL THE TOTAL eligibility service and
creditable service ACCRUED prior to the effective date [in the amount of the
employee's credit] THAT THE TOWN OF OAKLAND BEGAN PARTICIPATING IN THE
EMPLOYEES' PENSION SYSTEM, as certified by the Town of Oakland [as of the
effective date].
(b) If an employee or a former employee of the Town of Oakland becomes a
member of the Employees' Pension System at any time after the effective date THAT
THE TOWN OF OAKLAND BEGAN PARTICIPATING IN THE EMPLOYEES' PENSION
SYSTEM, the employee may not receive service credit for employment with the Town
