Ch. 89
(b) An election judge shall be able to speak, read, and write the English
language. (c) (1) While serving as an election judge, an election judge may not hold, or
be a candidate for, any other public or political party office. (2) An election judge may not engage in any partisan or political activity
while on duty in the polling place. (d) A local board may adopt guidelines consistent with the provisions of this
title for the determination of the qualifications of persons considered for appointment
and for the process of appointment as election judges. To the extent not inconsistent
with this subtitle, the guidelines may provide for the appointment of an election
judge, other than the chief judge, to serve for less than a full day and for the judge to
be compensated, on a pro rata basis, in accordance with the fees set under § 10-205 of
this subtitle for a judge serving a full day. SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 2000. Approved April 25, 2000.

(Senate Bill 850) AN ACT concerning Baltimore City - Community Benefits DistrictCity Council's Authority to
Review
Districts - Review by Mayor and City Council FOR the purpose of authorizing the City Council of Baltimore City to review and
determine the desirability of continu
ing certain community benefits districts;
altering provisions of law establishing
certain community benefits districts
management authorities to include the Midtown Community benefits district;
repealing the State's authority to review certain community benefits districts
altering certain provisions of law concerning the authority of the Mayor and
City Council of Baltimore to establish certain community benefits district
management authorities to include a certain community benefits district;
repealing the authority of the General Assembly to review and determine the
desirability of continuing certain community benefits districts under certain
circumstances; authorizing the Mayor and City Council to review and determine
the desirability of continuing certain community benefits districts under certain
circumstances; repealing the termination date of certain provisions of law
relating to the authority of the Mayor and City Council to establish community
benefits districts in Baltimore City; and generally relating to community
benefits districts in Baltimore City. BY repealing and reenacting, with amendments,
