21-120. SHORT TITLE. THIS TITLE MAY BE CITED AS THE MARYLAND UNIFORM ELECTRONIC
TRANSACTIONS ACT. SECTION 2. AND BE IT FURTHER ENACTED, That the catchlines
contained in this Act are not law and may not be considered to have been enacted as
part of this Act. SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall be
construed only prospectively and may not be applied or interpreted to have any effect
on or application to any electronic record or electronic signature created, sent,
communicated, received, or stored before the effective date of this Act. SECTION 4. AND BE IT FURTHER ENACTED, That this Act shall take effect
October June 1, 2000. Approved April 25, 2000.
CHAPTER 9
(Senate Bill 522) AN ACT concerning Public Libraries - Internet Access by Minors - Obscene Materials FOR the purpose of requiring each county or board of trustees of a county library to
adopt and implement policies and procedures for preventing a minor from
obtaining access through the library to obscene materials or to child
pornography by means of the Internet or certain other interactive computer
services; requiring the State Superintendent of Schools to determine that each
county or board has adopted and implemented the procedures by a certain date;
authorizing the
State Superintendent to order, after a certain date, that
additional policies and procedures be adopted and implemented; authorizing the
State Superintendent to withhold a certain percentage of State funds designated
for a county's minimum library pro
gram if the county or board of library trustees
does not implement the required policies and procedures within a certain period
of time;
requiring the State Superintendent to regularly monitor county
libraries to determine that they are complying with policies and procedures
adopted under this Act; defining certain terms; and generally relating to
Internet access by minors to obscene materials through a county library. BY adding to Article - Education
Section 23-506.1
