(16) A member of the WMATA Metro Transit Police, subject to the
jurisdictional limitations under Article XVI, § 76 of the Washington Metropolitan
Area Transit Authority Compact, § 10-204 of the Transportation Article;
(17) Subject to subsections (i) and (m)(7) of this section, the State Fire
Marshal or a full-time investigative and inspection assistant of the Office of the State
Fire Marshal; [or]
(18) A member of the Internal Investigative Unit of the Department of
Public Safety and Correctional Services; OR
(19) A RANGER MEMBER OF THE STATE FOREST AND PARK SERVICE
POLICE FORCE OF THE DEPARTMENT OF NATURAL RESOURCES.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2000.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 1284 - Judith P. Hoyer Blue Ribbon Commission on the Financing
of Early Child Care and Education.
This bill establishes the Judith P. Hoyer Blue Ribbon Commission on the Financing of
Early Child Care and Education. The purpose of the Commission is to study the costs
and availability of funding for early child care. The Commission shall submit to the
Governor and the General Assembly an interim report by December 31, 2000 and a
final report by December 31, 2001.
Senate Bill 869, which was passed by the General Assembly and signed by me today,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 1284.
