Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 1185 - Libraries - Funding - Regional Resource Centers.
This bill alters the calculation of the State funding formula for regional resource
centers beginning in fiscal 2002 by increasing the per capita grant amount from $1.70
to $3.50 in fiscal 2002, and by $0.50 per year through fiscal 2004.
Senate Bill 650, which was passed by the General Assembly and signed by me today,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 1185.

AN ACT concerning
Libraries - Funding - Regional Resource Centers
FOR the purpose of altering to certain amounts in certain fiscal years the minimum
allocations per each resident of the area served that each participating regional
resource center shall receive for operating and capital expenses; and generally
relating to funding for the regional resource centers.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article - Education
23-205.
(a) Each year, the Department may include in its budget operating funds for:
(1) The State Library Resource Center;
(2) Each regional resource center; and
(3) Each metropolitan cooperative service program.
(b) (1) The State shall pay all capital expenses for:
