Annapolis MD 21401 Dear Mr. Speaker: In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 1107 - Dentistry - Licensure of Retired Volunteer Dentists and
Dental Hygienists. This bill authorizes the State Board of Dentistry to issue a license to practice
dentistry to a retired volunteer dentist if the applicant: (1) has had a general license
to practice dentistry within the last two years; (2) has completed the continuing
education requirements that the Board establishes for a general license; and (3) only
provides dental services in a dental office, clinic, ambulatory care facility or hospital
that provides medical care to the poor, elderly or disabled and is operated by the State
or local government or by a bonafide charitable organization. The bill also authorizes
the Board to issue a license to practice dental hygiene to a retired dental hygienist
who meets similar requirements. Senate Bill 691, which was passed by the General Assembly and signed by me on
April 25, 2000, accomplishes the same purpose. Therefore, it is not necessary for me
to sign House Bill 1107. Sincerely, Parris N. Glendening
Governor House Bill No. 1107 AN ACT concerning Dentists Dentistry - Licensure of Retired Volunteer Dentists and Dental Hygienists FOR the purpose of establishing a license for a retired volunteer dentist to practice
dentistry in the State; establishing a license for a retired volunteer dental
hygienist to practice dental hygiene in the State; providing for the qualifications
and the application procedure for the license procedures for certain licenses;
providing for certain limitations on the authority to practice dentistry with a
retired volunteer dentist's license; providing for certain limitations on the
authority to practice dental hygiene with a retired volunteer dental hygienist's
license; and generally relating to the practice of dentistry by a retired volunteer
dentist and the practice of dental hygiene by a retired volunteer dental
hygienist. BY renumbering Article - Health Occupations Section 4-304(c) and 4-308(c) through (f), (d), (e), and (f), respectively to be Section 4-304(d) and 4-308(d) through (g), (e), (g), and (h), respectively
