SECTION 2. 3. 4. AND BE' IT FURTHER ENACTED, That this Act shall take
effect October 1, 2000.

Annapolis MD 21401 Dear Mr. Speaker: In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 998 - Business Regulation - Registration of Service Station Dealers
and Sale of Gasoline Products. This bill extends to October 1, 2004, the conditional prohibition on the State
Comptroller from issuing a certificate of registration to any service station dealer who
markets motor fuels through retail service stations that have been structurally
modified between July 1, 1977, and October 1, 2000. In addition the bill changes the
date after which any motor fuel producer, refiner or wholesaler who supplies retail
station dealers must extend voluntary allowances uniformly to all dealers to
September 30, 2004. Senate Bill 354, which was passed by the General Assembly and signed by me today,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House

Governor House Bill No. 998 AN ACT concerning Business Regulation - Registration of Service Station Dealers and Sale of Gasoline Products FOR the purpose of extending to a certain date a conditional prohibition against the
Comptroller of the State issuing a certificate of registration to a retail service
station dealer who markets motor fuel through a retail service station that has
been altered, enlarged, or structurally modified; altering the effective date of a
certain provision of law that would require a producer, refiner, or wholesaler of
motor fuel to extend voluntary allowances uniformly to all retail service station
dealers supplied by the producer, refiner, or wholesaler; and generally relating
to the sale of gasoline products. BY repealing and reenacting, with amendments,
