(E) (1) IN ADDITION TO THE APPROPRIATION REQUIRED UNDER
SUBSECTION (C) OF THIS SECTION, BEGINNING IN FISCAL YEAR 2001 AND IN FISCAL
YEARS 2002, 2003, AND 2004, THE GOVERNOR SHALL APPROPRIATE TO THE BOARD IN
EACH OF THOSE FISCAL YEARS $100,000 TO FUND ADVANCED TECHNOLOGY CENTERS
THAT SERVE AGRICULTURAL AND NATURAL RESOURCES BASED SMALL BUSINESSES
IN RURAL AREAS THROUGH COMMUNITY COLLEGES LOCATED IN THOSE AREAS.
(3) (I) THE FUND IS A CONTINUING, NONLAPSING FUND WHICH IS
NOT SUBJECT TO § 7-302 OF THE STATE FINANCE AND PROCUREMENT ARTICLE.
(II) THE TREASURER SHALL SEPARATELY HOLD AND THE
COMPTROLLER SHALL ACCOUNT FOR THE FUND.
