The Commission may:
A. Investigate and assemble information pertinent to the economic resources
and industrial opportunities of the county.
B. Encourage [location of new industrial enterprises in the county and] the
expansions of [present] EXISTING enterprises AND ENCOURAGE THE LOCATION OF
NEW INDUSTRIAL FACILITIES IN THE COUNTY.
C. Encourage development of [recreational areas] AGRIBUSINESS and
[encourage] PROMOTE tourist business in the county, making the public aware of the
county's [historical background] HISTORY and [progress] CULTURE.
D. Disseminate information in the interest of industrial development by
publication, advertising and other means.
E. [Cooperate] DEVELOP STRATEGIC ALLIANCES with [any] federal, state,
REGIONAL, AND local [agency, board or commission] ECONOMIC DEVELOPMENT AND
BUSINESS ORGANIZATIONS in the furtherance of its purposes.
F. Cooperate with any interested private [concern] ENTITY, civic
organization or subdivisions thereof in furtherance of its purposes.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2000.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 343 — Cecil County — Public Facilities Bonds.
This bill authorizes the County Commissioners of Cecil County to issue up to $8
million in general obligation bonds for construction, improvement or development of
public facilities. The date of maturity cannot exceed 30 years.
Senate Bill 92, which was passed by the General Assembly and signed by me on April
25, 2000, accomplishes the same purpose. Therefore, it is not necessary for me to sign
House Bill 343.
