the vessel is used or used most, a vessel is not considered to be in use for any period
of time that it is held for maintenance or repair for 30 consecutive days or more. (4) "Total purchase price" means the price of a vessel, including
simultaneously purchased motors, spars, sails, and accessories exclusive of trailer,
agreed on by the buyer and seller, with no deduction for trade-in or other
nonmonetary consideration. (5) (i) "Vessel" has the meaning indicated in § 8-701(p) of this subtitle. (ii) "Vessel" does not include a ship's lifeboat, a vessel propelled
only by sail, or vessel manually propelled. SECTION 3. AND BE IT FURTHER ENACTED, That the Department of
Natural Resources shall report to the House Ways and Means Committee and the
Senate Budget and Taxation Committee on or before July 1, 2001, in accordance with
§
2-1246 of the State Government Article, on the fiscal impact of this Act. SECTION 2. 3. 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 2000.

Annapolis MD 21401 Dear Mr. Speaker: In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 341 - Cecil County - Economic Development Commission. This bill updates current law pertaining to the Cecil County Economic Development
Commission (CCEDC). The Cecil County Board of County Commissioners must
appoint between 23 and 33 commission members, each of whom will serve for three
years. The commission must include at least one member from each of the eight
municipal corporations in the county and two representatives from the community at
large. The bill also requires that the commission meet regularly and submit an
annual report within 90 days of the end of each fiscal year. Senate Bill 82, which was passed by the General Assembly and signed by me on April
25, 2000, accomplishes the same purpose. Therefore, it is not necessary for me to sign
