(2) may keep any surcharge that is assessed against the obligor to defray
the costs of support collection.
(b) The Administration shall pay [to] a county that has a local support
enforcement office [the maximum collection incentives to which the county is entitled
under federal law] COLLECTION INCENTIVES PURSUANT TO A METHODOLOGY
BASED ON THE PERFORMANCE OF THE COUNTY IN ACCORDANCE WITH
REGULATIONS DEVELOPED ADOPTED BY THE ADMINISTRATION UNDER SUBSECTION
(D) OF THIS SECTION.
(c) The rules, regulations, and standards of a local support enforcement office
control if they generally conform to those adopted by the Secretary of Human
Resources under § 10-114 of this subtitle.
(D) THE ADMINISTRATION SHALL ADOPT ANY REGULATIONS NECESSARY TO
CARRY OUT THE PROVISIONS OF THIS SECTION.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 2000.

AN ACT concerning
Anne Arundel County - Carrie Weedon Science Center Loan of 1999
FOR the purpose of amending Chapter 293 of the Acts of the General Assembly of
1999, the Anne Arundel County — Carrie Weedon Science Center Loan of 1999,
to allow the use of in kind contributions as matching funds.
BY repealing and reenacting, with amendments,
Chapter 293 of the Acts of the General Assembly of 1999

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:
(1) The Board of Public Works may borrow money and incur indebtedness on
behalf of the State of Maryland through a State loan to be known as the Anne Arundel
County - Carrie Weedon Science Center Loan of 1999 in a total principal amount
equal to the lesser of (i) $100,000 or (ii) the amount of the matching fund provided in
accordance with Section 1(5) below. This loan shall be evidenced by the issuance, sale,
and delivery of State general obligation bonds authorized by a resolution of the Board
