H.B. 281 VETOES
(b) The program shall include procedures:
(1) TO ENSURE THE SECURITY OF THE RECORDS;
[(1)](2) to establish and to revise, in accordance with the regulations,
record retention and disposal schedules that ensure the prompt and orderly
disposition of records that the unit no longer needs for its operation; and
[(2)] (3) to facilitate compliance with Part V of this subtitle.
SECTION 2. AND BE IT FURTHER ENACTED, That the provisions of this Act
may not be construed to preempt or conflict with the provisions of Title 4, Subtitle 3 of
the Health - General Article.
SECTION 3. AND BE IT FURTHER ENACTED, That the General Assembly
encourages counties and municipal corporations to review their privacy policies and
data security safeguards and conform their practices to those set forth in § 10-624(c) of
the State Government Article as enacted by Section 1 of this Act.
SECTION 2. 4. AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 2000.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 281 - Maryland Teacher Scholarships.
This Administration bill increases the annual award amount for the Maryland
Teacher Scholarship Program from $1,000 to $2,000 for a student enrolled at a
two-year eligible institution and from $3,000 to $5,000 for a student enrolled in a
four-year eligible institution.
Senate Bill 205, which was passed by the General Assembly and signed by me today,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 281.
