(ii) Require the appropriate agency to remove any sign or other
identification of the reserved space. (3) If the Administration finds it necessary to review the severity or
permanency of the disability of a holder of a personal residential permit for reserved
parking space, the Administration may request review and recommendation by the
Medical Advisory Board established under § 16-118 of this article. SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2000 July 1. 2001.

Annapolis MD 21401 Dear Mr. Speaker: In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 138 - Maryland Health Care Commission - Modifications and
Clarifications. This bill repeals the requirement that the Maryland Health Care Commission
(MHCC) develop a uniform payment system for health care practitioners and payors.
The bill requires MHCC, in lieu of developing the payment system, to promote the
availability of information to consumers on charges by health care practitioners and
reimbursements from payors. Senate Bill 189, which was passed by the General Assembly and signed by me on
April 25, 2000, accomplishes the same purpose. Therefore, it is not necessary for me
to sign House Bill 138. Sincerely, Parris N. Glendening
Governor House Bill No. 138 AN ACT concerning Maryland Health Care Commission - Modifications and Clarifications FOR the purpose of repealing the authority of the Maryland Health Care Commission
to develop a payment system for health care services; altering a certain
definition; altering certain provisions relating to the publishing of certain
information related to reimbursements from payors; authorizing the
Commission to promote the availability of certain information on charges by
practitioners and reimbursements from payors; authorizing the Commission to
impose certain requirements on payors; and generally relating to the Maryland
Health Care Commission.
