SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2000.

Annapolis MD 21401 Dear Mr. Speaker: In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 114 - Vehicle Laws ~ Automotive-Related Industries - Regulation. This bill provides for the regulation of certain automotive-related industries and
business practices under the Maryland Vehicle Law. The bill requires automotive
repair facilities and vehicle storage facilities to keep and maintain for at least one
year accurate and complete records regarding vehicles that are being repaired or
stored at the facilities. Records of automotive repair facilities and vehicle storage
facilities, as well as vehicle auctioneers, are subject to inspection by the Motor Vehicle
Administration and law enforcement agencies. Senate Bill 149, which was passed by the General Assembly and signed by me today,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House

Governor House Bill No. 114 AN ACT concerning Vehicle Laws - Automotive—Related Industries - Regulation FOR the purpose of requiring automotive repair facilities and vehicle storage facilities
to maintain certain records; requiring that certain records, vehicles, and vehicle
parts be made available for inspection by the Motor Vehicle Administration
(MVA) or by certain law enforcement officers during certain hours; establishing
civil penalties for violation of certain regulatory requirements applicable to
certain automotive-related industries; authorizing certain employees of the
MVA to issue citations pertaining to certain business practices regulated under
the Maryland Vehicle Law; authorizing the MVA to sue for injunctive relief
under specified circumstances; modifying a prohibited act pertaining to
operation of tow trucks;
modifying the maximum criminal penalty applicable to
certain unlicensed business activities; modifying the jurisdiction of the District
Court; prescribing certain procedures pertaining to enforcement of certain
business regulatory provisions and collection of certain penalties; defining
certain terms; providing for the termination of this Act; and generally relating to
