26-3. The members of the Commission shall serve for [two (2)] THREE (3) years from
the effective date of their appointment and are eligible for reappointment. They shall
serve without compensation but shall be reimbursed for necessary travel and other
expenses incurred in the performance of their duties. The Commission shall select
from its own membership a [Chairman, Vice Chairman] CHAIR, VICE CHAIR, and a
Secretary-Treasurer to serve a term of one (1) year and to be eligible for re-election,
provided that no one (1) person shall hold the position of [Chairman] CHAIR for more
than three (3) consecutive terms. Upon the death, disability, resignation, or removal
of any member of the Commission, the Board shall appoint a person representing
GENERALLY the same [categoric] BUSINESS, MUNICIPAL, OR COMMUNITY interest to
serve for the unexpired term. The Commission has the power to establish and appoint
advisory groups and committees to assist in its program of activity [of which], WHICH
membership is not restricted solely to members of the Commission. 26-4. The Commission shall meet [monthly] REGULARLY and [shall] MAY hold
special meetings at the call of the [Chairman] CHAIR or [of any three (3)] A
MAJORITY OF THE members of the Commission. The Commission shall adopt such
rules and regulations as it may deem necessary to govern its procedure and business.
[Seven (7)] A MAJORITY OF THE members shall constitute a quorum. The
Commission shall submit to the Board of County Commissioners of Cecil County an
annual operating budget for [the] EACH fiscal year for the approval [of] BY the
Board, and the Board shall provide such funds as it may approve. The Commission is
empowered to employ such employees as its business may require, within the limits of
its appropriation, provided that any newly created position or positions and salary
pertinent thereto receive the PRIOR approval of the Board. This provision requires
that the title of the position or positions to be created be subject to the County
Commissioners' approval, with the actual appointment of a person or persons to be
within the powers of the Economic Development Commission. 26-5. [Annual reports] AN ANNUAL REPORT shall be made BY THE ECONOMIC
DEVELOPMENT COMMISSION and filed with the Board of County Commissioners of
Cecil County WITHIN 90 DAYS OF THE END OF THE FISCAL YEAR and made available
to the public. The annual report shall include AN ASSESSMENT OF PERFORMANCE OF
THE COMMISSION AND THE STAFF OF THE OFFICE OF ECONOMIC DEVELOPMENT, AS
WELL AS subjects and recommendations for the improvement and advancement of the
economic welfare of the people of Cecil County. 26-6. The Commission may: A. Investigate and assemble information pertinent to the economic resources
and industrial opportunities of the county.
