Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 743 - Substance Abuse Treatment Outcomes Partnership -
S.T.O.P. Fund.
This bill establishes the Substance Abuse Treatment Outcomes Partnership (S.T.O.P)
Fund within the Department of Health and Mental Hygiene. The S.T.O.P. Fund will
be used to make grants to counties that submit proposals for substance abuse
treatment programs.
House Bill 1205, which was passed by the General Assembly and signed by me today,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 743.

AN ACT concerning
Substance Abuse Treatment Outcomes Partnership - S.T.O.P. Fund and
Council
FOR the purpose of creating a Substance Abuse Treatment Outcomes Partnership
Fund; providing for the administration and funding of the Fund; requiring the
Governor to establish a Substance Abuse Treatment Outcomes Partnership
Council; providing for tho membership and staff of the Council; providing for
applications and evaluations of requests for partnership funding; specifying that
participating jurisdictions are responsible for a certain proportion of costs, not to
exceed a certain amount; providing for a specified amount in the State budget
for the Fund for certain fiscal years; with certain exceptions not to exceed a
certain amount; prohibiting participating counties from supplanting existing
levels of spending on drug treatment programs with Partnership funds and
providing that Partnership funds may be used only to supplement levels of
spending on drug treatment programs; authorizing the Department of Health
and Mental Hygiene of Health and Mental Hygiene to award Partnership
funding without a full match by a county or counties after considering certain
factors; requiring the Council Department to adopt certain regulations and issue
an annual report to the Governor and the General Assembly by a certain date;
defining certain terms; declaring the intent of the General Assembly; and
generally relating to the Substance Abuse Treatment Outcomes Partnership
Fund and Council.
