Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 698 - Nursing Homes - Quality of Care Oversight.
This bill establishes a 20-member Oversight Committee on Quality of Care in
Nursing Homes chaired by the Secretary of Aging.
House Bill 748, which was passed by the General Assembly and signed by me on May
11, 2000, accomplishes the same purpose. Therefore, it is not necessary for me to sign
Senate Bill 698.

AN ACT concerning
Nursing Homes - Quality of Care Oversight
FOR the purpose of establishing an Oversight Committee on Quality of Care in
Nursing Homes; specifying the membership of the Oversight Committee;
specifying the duties of the Oversight Committee; requiring the Office of Health
Care Quality of the Department of Health and Mental Hygiene to report to the
Oversight Committee twice annually; requiring the Department's Deputy
Secretary of Health Care Financing to report to the Oversight Committee
annually; requiring the Oversight Committee to make certain recommendations
and to take into account and examine certain issues; requiring the Secretary of
the Department of Aging to chair the Oversight Committee; requiring the
Department of Aging to provide staff support for the Oversight Committee;
requiring the Oversight Committee to submit a certain report to the Governor
and General Assembly on or before a certain date; providing for the termination
of the Oversight Committee; and generally relating to the Oversight Committee
on Quality of Care in Nursing Homes.
