AN ACT concerning
Department of Aging - Senior Citizens Activities Center Operating Fund
FOR the purpose of creating a Senior Citizens Activities Center Operating Fund;
providing for the administration of the Fund; providing for distributions from
the Fund to counties for senior citizens activities centers; defining certain terms;
requiring the Governor to include a certain amount in the State budget of
certain fiscal years; and generally relating to the Senior Citizens Activities
Center Operating Fund.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

SENIOR CITIZENS ACTIVITIES CENTER OPERATING FUND
33.
(A) IN THIS ARTICLE SUBTITLE THE FOLLOWING WORDS HAVE THE
MEANINGS INDICATED.
(B) "QUALIFIED DISTRESSED COUNTY' MEANS A COUNTY INCLUDING
BALTIMORE CITY THAT HAS DEVELOPED AND SUBMITTED TO THE SECRETARY OF
THE DEPARTMENT OF BUSINESS AND ECONOMIC DEVELOPMENT A LOCAL
STRATEGIC PLAN FOR ECONOMIC DEVELOPMENT THAT HAS BEEN APPROVED BY THE
SECRETARY AND:
(1) FOR WHICH THE AVERAGE RATE OF UNEMPLOYMENT FOR THE MOST
RECENT 18-MONTH PERIOD FOR WHICH DATA IS AVAILABLE IS GREATER THAN 150%
OF THE AVERAGE RATE OF UNEMPLOYMENT FOR THE ENTIRE STATE DURING THAT
SAME PERIOD; OR
