Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 553 - Health Care Workers' Safety Act - Bloodborne Pathogen
Standard.
The bill requires the Commissioner of Labor and Industry, in consultation with the
Secretary of Health and Mental Hygiene, to adopt regulations to implement the
bloodborne pathogen standard established by the federal Occupation Safety and
Health Administration.
House Bill 360, which was passed by the General Assembly and signed by me on May
11, 2000, accomplishes the same purpose. Therefore, it is not necessary for me to sign
Senate Bill 553.

AN ACT concerning
Health Care Workers' Safety Act - Bloodborne Pathogen Standard
FOR the purpose of requiring the Maryland Occupational Safety and Health Advisory
Board to develop revisions to the Bloodborne-Pathogen Standard for certain
facilities including certain terms and requirements; requiring the Board to
submit recommended revisions to the Commissioner of Labor and Industry and
the Secretary of Health and Mental Hygiene by a certain date; requiring the
Commissioner and the Secretary to jointly adopt regulations containing the
recommendations by a certain date; requiring the Maryland Occupational
Safety and Health Advisory Board to develop certain methods for monitoring
certain injuries, adopt certain regulations, track certain injuries, and submit a
certain report to the General Assembly on or before a certain date; defining
certain terms Commissioner of Labor and Industry in consultation with the
Secretary of the Department of Health and Mental Hygiene to adopt regulations
that implement the Bloodborne Pathogen Standard as established by the federal
Occupational Safety and Health Administration; requiring the Commissioner to
submit a certain notice and make certain recommendations to the General
