SECTION 2. AND BE IT FURTHER ENACTED, That the Laws of Maryland
read as follows:
Article 83B - Department of Housing and Community Development
11-103.
(c) (1) The Board of Trustees shall include one representative of each of the
following:
(i) Title companies doing business in the State;
(ii) The Maryland Center for Community Development;
(iii) Financial institutions doing business in the State;
(iv) Local governments;
(v) Nonprofit housing developers;
(vi) For profit housing developers;
(vii) Public Housing authorities; and
(viii) Social services providers.
(2) The Board of Trustees shall include three representatives of the
general public.
(3) SERVICE AS A TRUSTEE MAY NOT BE DEEMED AN OFFICE OR
EMPLOYMENT OF THE STATE FOR PURPOSES OF ANY STATUTORY PROHIBITION
AGAINST HOLDING TWO PUBLIC POSITIONS.
SECTION 2. 3. AND BE IT FURTHER ENACTED, That Section 1 of this Act
shall take effect October 1, 2000.
SECTION 4. AND BE IT FURTHER ENACTED, That, except as provided in
Section 3 of this Act, this Act shall take effect June 1, 2000.

Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 535 - Baltimore City - Release of Liens for Unpaid City Real
Property Taxes.
This bill changes provisions related to Baltimore City's authorization to release liens
for unpaid real property taxes for abandoned property.
