section. The Legislative Auditor shall review the audit reports and information
received from the county and submit recommendations as appropriate based on the
results of the review. SECTION 2. AND BE IT FURTHER ENACTED, That the provisions of this Act
shall apply to all fiscal years starting on and after July 1, 2000. SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2000.

vetoed Senate Bill 514 - Department of Housing and Community Development -
Self-Help Homeownership Technical Assistance Program. This bill establishes a Self-Help Homeownership Technical Assistance Program in
the Department of Housing and Community Development to provide grants to expand
homeownership opportunities for families of limited income. House Bill 501, which was passed by the General Assembly and signed by me on April
25, 2000, accomplishes the same purpose. Therefore, it is not necessary for me to sign

Governor Senate Bill No. 514 AN ACT concerning Department of Housing and Community Development - Self-Help
Homeowner
ship-Technical Assistance Program Affordable Housing FOR the purpose of establishing a Self-Help Homeownership Technical Assistance
Program in the Department of Housing and Community Development;
providing that funding for the Program shall be as provided in the State budget;
defining certain terms; establishing the purpose of the Program; requiring the
Department to administer the Program and adopt certain regulations, policies,
and procedures that encourage self-help homeownership throughout the State;
establishing certain conditions for the approval by the Department of project
applications; providing that service as a trustee of the Board of Trustees for the
Maryland Affordable Housing Trust may not be deemed an office or employment
for purposes of any statutory prohibition against the holding of two public
