The Honorable Thomas V. Mike Miller, Jr.
President of the Senate
State House
Annapolis MD 21401
Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 484 - Drug Dealer Liability Act.
This bill provides that a person who is convicted of knowingly and willfully
manufacturing, distributing, dispensing, bringing into or transporting a controlled
dangerous substance in the State is liable for damages in a civil action for the death
of an individual caused by the individual's use of a controlled dangerous substance.
The bill specifies who may bring such an action and the types of damages that may be
recovered from a defendant.
House Bill 178, which was passed by the General Assembly and signed by me on May
11, 2000, accomplishes the same purpose. Therefore, it is not necessary for me to sign
Senate Bill 484.
Sincerely,
Parris N. Glendening
Governor
