[(c) Notwithstanding subsections (a) and (b) of this section, a revolving credit
plan may not be secured by a lien on residential real property if the plan is accessed
through the use of a credit device through which the credit grantor acquires purchase
obligations incurred by the honoring of the credit device.] SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect

Annapolis MD 21401 Dear Mr. President: In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 342 - Anne Arundel County - Noise Control - Sports Shooting
Clubs. This bill prohibits Anne Arundel County from adopting sound level limits that would
disallow trapshooting, skeetshooting or other target shooting between 9 a.m. and 10
p.m. at shooting sports clubs that were chartered and in operation before July 1,1983. House Bill 882, which was passed by the General Assembly and signed by me on May
11, 2000, accomplishes the same purpose. Therefore, it is not necessary for me to sign

Governor Senate Bill No. 342 AN ACT concerning' Anne Arundel County - Noise Control - Sports Shooting Clubs FOR the purpose of repealing a certain exception so as to make applicable to Anne
Arundel County a certain prohibition against a political subdivision adopting
certain noise control ordinances that prohibit certain activities by certain sports
shooting clubs; repealing a certain exception so as to make applicable to Anne
Arundel County a certain prohibition against the Department of the
Environment adopting certain noise control regulations that prohibit certain
activities by certain sports shooting club
s; and generally relating to noise control
and sports shooting clubs in Anne Arundel County. BY repealing and reenacting, with amendments,
