SECTION 2. AND BE IT FURTHER ENACTED, That, notwithstanding the
provisions of Section 1 of this Act, the exemption from the motor vehicle excise tax
under § 13-810(c)(10) of the Transportation Article as enacted under Section 1 of this
Act does not apply until any Consolidated Transportation Bonds that were issued by
the Department of Transportation before July 1, 2000 no longer remain outstanding
and unpaid; provided, however, that in any fiscal year for which funds are
appropriated by the General Assembly to pay the principal of and interest on the
Department of Transportation's Consolidated Transportation Bonds due and payable
in that fiscal year, the Motor Vehicle Administration may not collect the motor vehicle
excise tax otherwise imposed on a vehicle described in § 13-8l0(c)(10) of the
Transportation Article as enacted under Section 1 of this Act.
SECTION St 5, AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 2000 July 1, 2001 and shall be applicable to any vehicle transferred
on or after October 1, 2000 July 1, 2001.

vetoed Senate Bill 247 - Emergency Medical Services - Public Safety Personnel -
Immunizations. This bill allows an Emergency Medical Technician - Paramedic (EMT-P) to
administer hepatitis B and influenza immunizations and tuberculosis (TB) skin tests
to public safety personnel within the jurisdiction of the EMT-P. House Bill 1223, which was passed by the General Assembly and signed by me on
April 25, 2000, accomplishes the same purpose. Therefore, it is not necessary for me
to sign Senate Bill 247. Sincerely, Parris N. Glendening
