Senate Bill No. 197 AN ACT concerning Electronic Government Initiative FOR the purpose of requiring the Secretary of Budget and Management to establish a
implement a certain time line for certain units of the Executive Branch of State
government to make information and services available to the public over the
Internet; providing for certain exceptions; requiring the Secretary to establish
certain guidelines; requiring certain units of the Executive Branch to submit
certain plans; requiring the Chief of Information Technology to review certain
plans; requiring the statewide information technology master plan to include
standards to assure nonvisual access to information and services made available
to the public over the Internet under certain circumstances;
and generally
relating to State information technology policies. BY repealing and reenacting, with amendments,

Section 3-401(b), 3-403, and 3-410
Annotated Code of Maryland (1995 Replacement Volume and 1999 Supplement) SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows: Article - State Finance and Procurement 3-401. (b) Notwithstanding any other provision of law, except as provided in
subsection (a) of this section AND § 3-403(C) OF THIS SUBTITLE, this subtitle applies to
all units of the Executive Branch of State government including public institutions of
higher education other than the University System of Maryland. 3-403. (a) The Secretary is responsible for developing, maintaining, revising, and
enforcing information technology policies and standards. (b) The Secretary shall develop a statewide information technology master plan. (C) (1) THE SECRETARY SHALL ESTABLISH IMPLEMENT THE FOLLOWING
TIME LINE FOR UNITS OF THE EXECUTIVE BRANCH OF STATE GOVERNMENT TO
MAKE INFORMATION AND SERVICES AVAILABLE TO THE PUBLIC OVER THE
INTERNET: (I) 50% BY CALENDAR YEAR 2002; (II) 65% BY CALENDAR YEAR 2003; AND
