Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 163 — State Employees - Procurement - Competitive
Re-Engineering Pilot Program.
This bill extends the termination date for the Competitive Re-Engineering Pilot
Program from September 30, 2000 to September 30, 2003. It also extends the date on
which the Council on Management and Productivity must submit a report on the
effect of the pilot program to the General Assembly.
House Bill 267, which was passed by the General Assembly and signed by me on April
25, 2000, accomplishes the same purpose. Therefore, it is not necessary for me to sign
Senate Bill 163.

AN ACT concerning
State Employees - Procurement - Competitive Re-Engineering Pilot
Program
FOR the purpose of altering the date on or before which the Council on Management
and Productivity must submit a certain report on the effect of the Competitive
Re-Engineering Pilot Program to certain committees of the General Assembly;
and extending the termination date for the Competitive Re-Engineering Pilot
Program.
