SECTION 3. AND BE IT FURTHER ENACTED, That 10-205(i) and
10-208(e) §§ 10-205(h), 10-207(s), and 10-208(n) and (o) of the Tax - General Article
as enacted under Section 1 of this Act shall be applicable to all taxable years
beginning after December 31, 2000.
SECTION 4. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 2000.

Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 142 - Maryland Uniform Computer Information Transactions Act.
The bill provides a legal environment applicable to computer information
transactions, including the use and licensing of software programs and establishes a
ten-member Joint Technology Oversight Committee, composed of members of the
General Assembly, to oversee the bill's implementation.
House Bill 19, which was passed by the General Assembly and signed by me on April
25, 2000, accomplishes the same purpose. Therefore, it is not necessary for me to sign
Senate Bill 142.

AN ACT concerning
Maryland Uniform Computer Information Transactions Act
FOR the purpose of adopting the Maryland Uniform Computer Information
Transactions Act; specifying that provisions of certain consumer protection laws
apply to certain consumer contracts; specifying that provisions of law granting
jurisdiction over a person in a cause of action include certain computer
information and computer information transactions; establishing certain
provisions of law applicable to agreements to create, modify, transfer, or
distribute computer software, computer data and databases, Internet and online
information, and certain other computer information and products under certain
circumstances; establishing certain provisions of law applicable to licensing of
computer information under certain circumstances; establishing certain
provisions of law applicable to electronic commerce and commercial transactions
carried out electronically or over the Internet under certain circumstances;
